I think they could be allowed into the Olympics, but would need confirmation on the athletes as well as a security check and other measures regarding the people sent. We want to keep everyone safe while inviting everyone, but with the current sanctions on NK, I don't think they will be allowed in unless something occurs behind the scenes.

That's true, but the entire UN has sanctions against North Korea that prohibit the country from doing particular things / trades because of the reputation they as a nation have shown themselves as. If they want to send athletes, they need to establish some trust or deal with the Olympics counsel so as to gain permission to send athletes.
