It may be good in some circumstances and bad in others, with good and bad also being subjective and differing from person to person. It is not just inherently good in and of itself.

The idea of a regulation assumes that some centralized entity understands what people want and need better than the people themselves. I find many issues in this assumption, including, but not limited to, the potential slippery slope (leading to totalitarianism), the culture of relying on others ("my government will take care of me", leading to weak and fragile people), the reduction of people's initiative and activity (the more obstacles there are in the way of ideas, the less likely those ideas are to be attempted), wasted resources (instead of being used for economical activities themselves, part of them is used on dealing with the bureaucracy and overcoming obstacles) and, ultimately, erosion of such a core concept as "liberty" - and people who do not believe in liberty are doomed to lose it by sacrificing it in the name of safety/security.

That said, a cunningly placed regulation can seriously improve the quality of life without infringing on the rights that are essential for people to achieve their full potential. Unfortunately, since in practice regulations are usually placed in order to force people to behave a certain way, rather than carefully and craftly nudge people towards better life choices through incentives - I will have to say that cutting regulations in practice rarely turns out to be bad.
