Since Mexico president cancelled meeting with Donald Trump, i doubt mexico will write a check to Donald. That said, it it a complex issue and "paying" for it can be a small adjustment in cross border trade agreememt terms that effectively will make them "pay".

Mexico will not pay for the wall because they have no money, the wall will cost billions of dollars to complete, I don't think Mexico has enough Pesos to cover that, unless they send free Cuervo Tequila to USA for the next 50 years.
