This week Trump made a comment about a multi-billion outsourcing opportunity of Government Systems to IBM.  He believes that government systems are inefficient and IBM could do a much better job.  
There is already a strong relationship with Trump and IBM - IBM CEO Ginni Rometty is advising Trump along with other technology leaders like Elon Musk.  Ginni elected to continue to support Trump, even after backlash of many IBM employees and other industry pressures.

If IBM gets a hugh goverment contract, that will be worthwhile for IBM.

If Trump proceeds with a bid to outsource, IBM will be nicely positioned since Offshore IT vendors will likely not be considered

This is a horrible idea, IBM is one of the worst companies for outsourcing, they may as well be an offshore;

That's an interesting point.  The way IBM and other IT services vendors offer scale is by leveraging offshore.  IBM has a hugh presence in India and other offshore locations.  More and more vendors like IBM now try to leverage more domestic capability, but It would be very difficult to get that type of scale for IBM to at this time and still be competitively priced.  
The political implications of Trump awarding a major outsourcing deal to IBM would also be so controversial both by IBM employees and both parties.
