He expressed disgust at the "president" for pardoning a criminal who thought he could be the judge, jury, and executioner for someone who never got any kind of a trial. Mitt Romney did not sympathise with ISIS; he expressed his devotion to the idea of human rights, and the belief that the president of the US not taking violation of them seriously is not right.

The president using his powers to protect a criminal from the consequences of the crime, at the very least, would warrant very special circumstances of the crime, and at most, violates the principle of separation of powers.

So Gallagher’s trial ultimately will ask a panel of officers and senior
enlisted sailors to weigh the credibility of witnesses — mostly junior
SEALs — testifying about what they allegedly saw or heard, and then
evaluate their possible motives for expressing their recollections that
way.
