Any relationship is two-sided. Russia throughout the last couple of decades demonstrated that it is not interested in befriending the US - under such circumstances, no matter what any of the US administrations do, a positive relationship will not be formed.

The nature of authoritarian regimes such as Putin's is that they always need an external enemy to focus their population's attention on, to divert it from their own failings and to be able to explain every failure by the enemy's involvement. In case of Russia, the most logical enemy is the US, another superpower and one of the few that can easily defeat Russia in an open war. In case of Saudi Arabia, it is Israel. In case of Iran, it is both. In case of North Korea, it is almost everyone. One cannot change these stances from the outside, short of defeating the country in a war and forcing one's terms on it.
